Raising Awareness or Exploiting Victims?

What photos and/or content of mass shootings are considered "appropriate"/ ethical for newspapers and social media accounts to publish? Should there only be a "graphic" warning if there's sign of blood? Should faces of the victims at the scene be blurred? Should they post the horrific videos that say an individual posted on their Twitter account?
